Every state, including Virginia, has some form of a "move over" law that requires you to move away from these situations. For example, if you see a car on the side of the road, you should move over to the left if possible. If not, you should slow way down as you pass. If you see an emergency vehicle, you should slow down, pull over and stop until it passes.
